Article II - Purpose

The purpose of Region 7- AAAAA is to foster better relations between the member schools and to organize and carry out interscholastic activities between the member schools.
Article III - Power of Constitution and By-Laws

This Constitution and By-Laws can not be in conflict with the Constitution and By-laws of the Georgia High School Association. Region 7-AAAAA will operate first, within the framework set forth in the GHSA Constitution and By-Laws, and secondly, within the framework of this document.
Article IV — Membership

Section 1: Membership shall consist of all member schools of Region 7-AAAAA, represented by superintendents, principals, coaches, and coordinators of activities sanctioned by the Georgia High School Association.

Section 2: 2008-2009 and 2009-2010 members shall include the following:

North Forsyth
Norcross
North Gwinnett
Peachtree Ridge
South Forsyth
Chattahoochee

Section 3: The region Board of Directors, composed of the principals (or designees) of the member schools in conjunction with the region Executive Committee shall conduct the business of the region.

Section 4: Sub Division: Sub-Division may occur according to the wishes of the member schools within each individual sport. Sub-Division established by the Georgia High School Association.

Article V - Officers

The officers of the region heretofore to be known as the Region Executive Committee shall be: President, Vice-President, Secretary/Treasurer, and the representative to the GHSA State Executive Committee as stipulated in the GHSA Constitution. Term of office is for two (2) years in accordance with the GHSA Constitution. Election shall occur at a designated meeting after reclassification has been determined by the GHSA.

The Region Executive Committee shall be composed of the President, Vice-President, Region Secretary, and the State Executive Committee member, one member selected at large, and three alternates. The three alternates will replace any member that is involved in the question or is unable to attend the meeting. If any of the two officers are the same, two members at large will be selected. The committee will meet as needed to consider appeals of the member schools.

Article VII- Meetings

Section 1: General region meetings shall be held before Labor day, the first week in January, and the second Tuesday in May. A meeting for principals only will be held in August to discuss the upcoming year. Other meetings deemed necessary may be called during the year by the region president. The dates and times for the meetings will be set by the President.

Section 2: The region secretary will have additional meetings with coaches to address issues ,schedules, and recommendations for individual sports and activities.

Section 3: Seventy percent (7) of member schools in good standing shall constitute a quorum at meetings for the transaction of business.

Section 4: Prior to each scheduled region meeting the Region Executive Committee will communicate to discuss the agenda.

Section 5: Each school shall have one vote in any issue pertaining to region affairs. The vote will be cast by the principal or the principal’s designee. In case of a tie the Region President shall cast the deciding vote.

Article VIII – Amendments and Changes

Section 1: The bylaws may be amended by two thirds majority vote of the members present at administrative meetings.

Article IX – Dues and Assessments

Section 1: The region is financed by twenty percent of the gross receipts of all region tournaments. Each region school shall pay dues ($600) at the beginning of each school year. The amount of the dues will be decided at the Fall administrative meeting. The balance of the gate receipts will be divided on a per game basis by participating schools.

Section 2: Any deficiency will be shared equally by the member schools.

Section 3: The region secretary’s salary shall be decided at he region organizational meeting. ($5000.)

Article X – Tournament Site Locations

Section 1: The region secretary will select sites and hosts for all region competitions. Sites and hosts for all region activities will be presented and finalized at the Fall administrative meeting. If, for any reason, a school is unable to host an event, it is that school’s responsibility to find another school to serve as host for the event. A school that would like to host an event scheduled for another school must contact the host school in order to initiate a change.

Article XII - Tie Breaking Procedures

Section 1: Football -
 
Region 7-AAAAA Tie-breaker Rules 
  1. Head to Head Competiton - will be used as the first way to break a tie in all cases. If a three way tie is broken by another rule after the head to head rule then the two teams that did not advance by virtue of an inferior rule will move back to rule one first before looking at any other rules. If three teams are stil tied or the two teams that are tied did not play each other then move to rule two.
  2. The Percentage of wins among the teams that are tied - in games only against each other will be used as the second way to break ties. Example - 1. Consider a three way tie with a Region Record of (5-3) team "A" beats both team "B" and "C" but "B" and "C" did not play "A" would advance and "B" and "C" must move to rule three if we still need to break the tie. Example - 2. Consider a three way tie with a Region Record of (5-3) team "A" beats "B" and team "C" beats "A" but "C" and "B" did not play then "C" would go ahead of both "A" and "B" and "A" would go ahead of "B" as a result of the Head to Head rule.
  3. Record vs. Common Region Opponents - In case rule one and two will not break the tie then we will remove the teams that were not played by the teams that are tied. If this proves to give one team an advantage then they will go ahead of the tied teams. If two teams are still tied then we would revert back to rule one and then two to see if the tie can be broken and then proceed to rule four. Example - teaqms "A", "B" and "C" are all tied with a Region Record of (5-3_ "A" beats "C" - "B" beats "A" and "C" beats "B". After calculating the Record vs Common Region Opponents: "A" is (4-2), "B" is (3-3) and "C" is (4-2) Result "A" would be 3rd in the Region by virtue of a head to head win over "C". "C" would be 4th in the Region by virtue of rule three and "B" would not make the play-offs.
  4. Strength of Schedule vs all Region Opponents - Points will be awarded for the number of wins each team has that you beat on your schedule. The team that has the most points advances ahead of the other two teams. After the three way tie was broken then Rule 1 would then be applied first to break other ties. Example - Region Records are as follows "A" (5-3), "B" (5-3), "C" (5-3), "D" (7-1), "F" (4-4), "G" (2-6), "H" (3-5), "I" (3-5), "J" (0-8) - Consider 1. "A" lost to "B" - "D" - "H" and did not play "F". 2. "B" lost to "C" - "D" - "G" and did not play "E". 3. "C" lost to "A" - "D" - "E" and did not play "H". 4. Points would be as follows "A" = 22, "B" = 20, and "C" = 19. Therefore "A" wins the tie breaker and would go ahead of "B" and "C". If it happeed that "B" and "C" played like the example in rule three then "C" would go ahead of "B" because of the head to head rule. If however, it made it back to rule 4 like it would be possible in the example in rule two where "B" and "C" did not play then "B" would go ahead of "C" by virtue of a stronger schedule in games that they won.
  5. Coin Flip - If a three way tie still exists then a Silver Dollar will be tossed by the two Region teams in closest proximity to one another by miles. The winner of the toss advances - the other two teams will go bavk to rule one and proceed through each rule until the tie is broken. If it is a three way tie for one spot then a representative from each school will toss a silver dollar and the first team with an odd side of the coin will advance. If it is a two way tie and the teams did not play each other the furthest North team will call the flip in year one and the furthest south team will call the flip in year two.

Section 2: Basketball -

  1. Head to head competition, if three or more teams involved in a tie, the teams tied will be ranked according to the won/loss records of the games involving the teams.
  2. Record against teams above tie starting with highest position.
  3. Coin toss ( Winner takes highest seed)
 
 
Section 3: Soccer -
  1. Record against all teams in the region.
  2. Winning team in head-to-head competition between schools that are tied.
  3. Goal differential in head-to-head competition between schools that are tied (maximum of 3 goals per game)
  4. Goals allowed in head-to-head competition between schools that are tied.
  5. Goal differential in all Region games (maximum of 3 goals per game).
  6. Goals allowed in all Region games.
  7. Percentage of wins in all games with teams in the same classification.

Section 4: Baseball -
  1. Head to Head
  2. Record against all teams above tie
  3. Record against individual teams above starting with first place team and advancing down to tie.
  4. Less runs allowed against tied teams
  5. Less runs allowed against teams above
  6. Less runs allowed against teams above starting with first place team
  7. Coin flip
